2018 Precedent USB Charing Port

USB Charging Port in the dash of my Club Car Precedent 2018 isn't working. I pulled the dash off and using a multimeter found there is only 1.2 Volts going to the USB Charging Port. This seems incorrect. Can someone help me understand what voltage should be going to this unit? I will post some picture of the wiring. Is it correct to assume 12V should be going to this unit and then the unit itself reduces to 5v?

I'm struggling with 1) What should be the correct voltage to the unit 2) Why only 1.2V is getting there 3) any steps to trouble shoot.

I'm no engineer, but that "48v" on it leads me to believe it's designed for 48v.

Fair enough point. I wasn't sure if that 48V meant it was for a 48v cart but still had to be reduced down. Problem solved. ID10T move on my part - I was testing with cart in tow mode. Thanks for the reply.
