Default Cart run without a RPM limiter ???

Will a cart run without the RPM limiter. I'm working on a cart that has good compression, fuel and its getting spark , but it doesn't go when you press the gas. It has good spark. I remembered in the past the RPM limiter goes bad and will not let it go unless you cut the brown wire. I checked, and the whole RPM limiter is missing. Does it need it to run? I would think that cutting the brown wire would be disabling it, So if its not there all together that would be the same thing?

I have mine disconnected and it runs fine.

Dies it not rev up, or is just has no power when it does? If it will rev but doesn't have the guts to move the cart its probably bad carb tuning.

It revs, just doesn’t move. I put a different carb on it and still nothing. Didn’t change anything.

Might sound like a dumb question, but it tripped me up when I first got my cart. Is it in maintenance mode?

If it is in gear, with the motor off, and you turn the pulley/torque converter, does it move? I wonder if the problem is in the axle.
