Hub Cap Help

I recently purchased a 96 TXT gas cart and the rear hub caps do not want to stay on the rim. I tried adjusting the clips that hold it on, but that did not help. It looks like the previous owner epoxyed them on, but that did not last long either. Any suggestions?

Here is a better shot of the rear rim. The hub caps for the rear are the same as seen on the front.

I have the SS caps on my Club Car 8 inch rims and the same rear one kept falling off till it got run over , once I got a new one it has never happened again , must have been bad clips --------------------I would look and see if the rims are exactly the same as you may have an odd ball rim and the lip isn't deep enough ------also low tire pressure will cause the tire to flex on turns and knock the cap off -------------
