Between the head pipe and starter belt, there is a brace bolted to the motor, it is also bolted to the muffler pan underneath. Look under to see if that bolt has fallen out, that will cause the problem you have. I have seen this several times. If the engine has been out before, it is easy to forget to tighten that bolt when putting it back together because you can't see it from the top.

Good call on the bolt being missing. It is gone on mine. Hopefully between that bolt and maybe trying the spring idea as illustrated in this post I won't have any issues any longer. Thanks for the help and ideas.

Thanks guys for helping me eliminate one headache. I bolted the brace between starter bracket and muffler pan and also put the springs in the flange where pipe bolts together and no more vibrations or issues. Big relief because I'm not sure my pipe going into muffler could have taken much more welding. Thanks again guys for the great ideas!!
