Default setting valve lash

Ok, so I replaced the stock valve springs with the #35 springs. I was reading that when setting valve lash I should be about 1/4 inch piston travel after tdc of compression stroke to allow for the compression release mechanism. Can anyone elaborate?

Set them at TDC when both are fully closed.
