Looks like the neutral lock is engaged on the rear axle. Pull it out, rotate it 180 degrees, and try it out.

Pulled out the neutral lock switch and still nothing. Pulled on the cables/tried to tighten and more of the same. Not seeing anything moving with or without tires, on the ground and jacked up. Completely at a loss...

When you move the F/R selector, do the cables at the selector move? If they do, what about at the axle end? What happens if you try to manually push the selector at the axle (it’ll be hard to move, but it should move).

The front cables move a lot, whereas the rear seem to be not traveling as much. The sector isn’t moving anymore than it was in the video. I’ve tried moving the selector manually and have the same results. I’m debating giving the hubs a tap to see if the brakes are lock up at all.

The odd thing is that when the brakes are released, I can move in any direction (f/r) no matter what is selected. I do here a slight grind when this happens and there isn’t any friction when pushing or pulling the cart manually.

With the neutral lock engaged, you should be able to push the cart regardless of shifter position. Are you sure the pin-looking thing (for lack of an official term!) moved forward when you released the neutral lock? Make sure it’s not still making contact with the differential. As for the brakes, if you lift the rear of the cart off the ground, you should be able to rotate the wheels by hand provided the cart is in neutral.

I will check and see if the pin is still slightly engaged and then see if I can move the wheels by hand. Thanks all for the ideas and support.
