First, that belt looks pretty loose. Second, is that rattle noise coming from the clutch? Sounds awful...

Even on jack stands the belt is not moving where it should, as far as it should on either clutch. Add load when you put it on the ground and that equates to no power.

Shorter belt may help. But I'd figure out where that rattle is coming from. Could indicate problems with the clutch, guessing primary since it rattles pretty bad with no belt too

Looks to be a '94C' Comet clutch, Ughh!! Could be a broken or just wore out puck/s, I hate them style of clutches.....

Be super careful when you're running it without a belt, wear eye-face and butt protection. Actually, I highly recommend not doing it. I once was doing the exact same thing you are and it had a come apart, The pucks flew out in every direction barely missing my face. And with such force I ended up with a hole in my garage door above, An aluminum skinned insulated garage door.
