What is this?

The attached pictures are from my neighbors 98 CC electric Cart. It has factory installed head and tail lights. The junction bus-bar in the first picture, behind the driver side of the battery compartment, is connected to the OBC looking devise in the frame, second picture.
Can one of you old timers at this explain this to me and tell me how it works, the one wire attached to the bus works the tail lights, when removed they go out! In the first picture their is a headlight wire red then white connected to the plus terminal of batteryP1010001.jpg

P1010002.jpg. Blew headlight bulb and headlights do not work, I have not found a fuse in that circuit as of yet.

appears to be a voltage reducer....to get 12 volts to your lights
