Got another question. The solenoid is showing pack voltage on both sides at all times. I didn't think the side going to the controller was hot until the accelerator was pushed and solenoid energizes.

Double check to see if it is showing the exact same voltage as the B+ side of the solenoid. Because of the resistor, you will likely see voltage on the "far" side of the solenoid but it should be slightly less than pack voltage if the resistor is working correctly.

Well there is no diode or resister across the solenoid, which brings me back to my last question. Should both sides of the solenoid be hot all the time?

If there isn't a resistor, there shouldn't be voltage on the controller side of the solenoid without pressing the throttle. Check and see if you have any voltage at the small posts on the solenoid without any throttle input. If you do, you need to figure out why as there shouldn't be any. If you don't, you likely need to replace the solenoid. Get a good one and make sure it has the necessary resistor and diode, if applicable.

I assume you are talking about the large terminals but If the solenoid is negative switched and the solenoid has a continuous positive feed, you may see voltage on both small terminals through the energising coil. It depends on how it is switched.
Probably not relevant but thought I might throw that in lol

I'm replacing the solenoid. It runs when the solenoid engages and quits when it disengages. So the problem seems to be from the solenoid back to the acc pedal.
