What is the best performance upgrade s for my 89 gas club car. It is lifted with 23 tires

It depends on what you mean by performance...
Mostly what happens to lifted carts is a reduction in torque. They seem like they lost their "get up and go", and lack power to accelerate and climb hills. They're fast enough once they get up to speed. If this is the case, a driven clutch "power spring" or having the clutch machined will bring back the torque.

A lot of people say that clutch work makes a huge difference. I sent mine to Tom and really don't find much difference, it still doesn't want to climb the hill from our basement. I as well have 23's..

My gasser is only a 13 hp with 23 in tires and it climbs good even full load .Maybe what I am climbing isn't as much of a climb as I thought. Hills I don't wannna walk up

My Cart climbs great with 25" tires

my mods
K&N air filter
bigger jet for carb
back clutch machined with a HD spring

I had the clutch work done too and while I agree there was no difference in 95% of the driving I do (relatively flat ground), my cart will now climb hills that it couldn't climb before I sent the clutch out. So there was a worthwhile difference for me, just not a dramatic throw-your-back-against-the-seat difference.

I need more torque out of it, its fast enough now. We have a bunch of hills around here. It will climb up most of them a few are a little sketchy tho. I talked to tom and he said machine the clutch and get a power spring and if that wasn't enough get the spring for the other clutch but it will slow the cart down a lot. Anybody else have the power springs in both clutches?
