If you are referring to the Purple wire at Pin #9 it should be around 3.5v and is an indication of the throttle input to the controller (for voltage output to the motor). The green/white wire at Pin #3 should be pack voltage with the pedal down. If it is not, your microswitch in the throttle is bad as it did not close....

Nole might have a better diagram than I do, I thought the purple wire went to the throttle microswitch?
If you have low voltage at the controller, check the Blue wire for 48v at the throttle microswitch.

The Blue wire at the throttle box gets 48v from the Key Switch.

My references are for the Pins at the controller. Pin #9 (Purple) is for the Potentiometer High and should be around 3.5 volts (that is the loop voltage these used as compared to 4.65 - 5 volts on IQ's). The Pin #3 (Green w/White) is for the Pedal MS and should be pack voltage when the MS closes.

The throttle MS should have the Blue wire coming in from the KS and then Green w/White going out from the MS and to Pin #3 at the controller.

See attached from a pinout for a Regen2 - 23 pin.
