Unhappy No start gas in air box plugs covered in clear liquid

02 295cc robin engine. Just rebuilt the whole thing to try to fix no power issuses. Well the cart would run then it had no power. Then I found a crack in the fuel filter. Still does not have power. Started tinkering and found fuel(not oil) in the air box. I also found the plugs are covered in clear liquid. I do not know if the liquid is gas or water.
What is causing this? How to fix?
Thanks!

make sure the cam timing is correct and that the valves are set properly. If the timing is off even slightly, it can cause many issues.

I had a similar problem on a car that I did a head gasket on. a lot of head scratching and troubleshooting and it was all caused by the timing being off.

Is there a way to check the timing without taking the clutch off?

Nope. Clutch needs to come off to set timing correctly.

I work off of a automotive 2 post lift and I have removed the clutch by raising cart up high enough to place a jack stand under the clutch and then let the cart down on lift until the jack stand tilts the motor enough that i can get an impact swivel socket on it just above the frame behind battery. I also screw a spark plug out and find top of stroke with a screwdrive placed in sparkplug whole, then just tilt top of cover back to check top gear alignment. (just to see if marks are aligned)

This is where the EZGO guys made a big design blunder. I don't know if this has been corrected in later models. And it not is easy to remove the primary clutch.

Well new problems. It would not start. So check timing. It was off by 2 teeth. Fixed.
Checked pulser coil. Read at 18 ohms. Will fix.
Could a bad pulser coil been my problem of having no power?
Btw I know now that the clear liquid on the plugs is indeed liquid gas because it taste like raw fuel.
