I'm no expert but it looks like the red wire at the charge receptacle is cut.

That red wire is the interlock. If it is disconnected the buggie will not go.
Someone please correct me if I'm wrong (i know you will)

See that was my thought also. I have been trying to charge the batteries but a couple of them will not even register on my charger to even try to charge. So I am looking at new batteries. I think I am also going to purchase a new receptacle also and upgrade some wires on this puppy while I am at it.

Wait to hear from the experts, but I think you need that wire to move the buggy. Not sure about charging it. Why not just reconnect the red wire. It looks like it is is that wire bundle. But hard to see on my phone.

The wire is scraped up pretty bad with not alot left to it in order to reconnect and solder. Can the receptacle be taken apart and cleaned? I am waiting for one of the guru's to respond before I go too far.

Just sitting here putting together a build list for this money pit LOL.

Looks like the red wire at the charge receptacle has been cut and then connected to BL+ at battery, which has also been cut.

I suspect you'll have to remove controller cover and look to see if Pin-5 on J-1 is connected to BL+ by some other means.

Be sure to flip run Tow switch to the Tow position before taking off cover, or disconnecting/connecting any wiring. You can blow the controller if you don't.

Also, go to the bottom STICKY at the top of this forum (one level back from where we are now) and download the Operator and the Service manuals for this cart.

The red wire from the receptacle supplies 36v positive to the F&R micro switches. That is needed to run the cart but will not stop charging. If your receptacle is not broken it can be refreshed with a pr of 'radsoks' seen in this pic. You can also buy the reed switch or bypass it. Your choice.

If all you want to know is if it will run. Bypass the reed switch. You can always undo it later.

took the cover off the controller and also took the cover off the receptacle. Just going to replace the wire. I can see where they cut it in the wiring harness running to the controller. It is a red/white wire if I remember correctly. Inside the controller cover looks brandnew and never touched. Now if I could just get some batteries then I can test this thing out before teardown.
