1. If the Solenoid is clicking, the solenoid activation circuit is working.
2. If the solenoid is clicking, the diode and resistor are probably okay, or at least not preventing cart from running.
3. Try measuring from B- to M- instead. Should measure battery pack voltage when pedal is pushed just far enough to make solenoid click and then decreases to Zero (<0.5V) as it is pressed to floor.

If you don't get full battery pack voltage between B- and M- when solenoid first clicks, you've got something not making connection in the high current circuit.

Here's a generic drawing of the high current circuit for a series wound motor.
The sequence the components are in may be different on your cart, but they all exist and total current goes through all of them.

Also, here is a schematic of a Controller type Marathon with the solenoid activation circuit highlighted.

okay thanksfor the help. I will try that tonight and see what the voltage is. If it does have voltage after the solenoid clicks what do you think could be the problem

Having battery pack voltage at M- when solenoid first clicks is normal.
If it doesn't drop to zero as throttle is pushed to floor would be abnormal.
Next troubleshooting step would be check for proper throttle input to controller.
If throttle is telling controller to turn on, but the voltage isn't dropping to zero, the controller is bad.

However, you said you got zero volts between M- and B+ and it stayed at Zero when pedal was pressed to floor, so it isn't very likely that you'll have voltage at M- when solenoid clicks.
I suspect you've got bad solenoid contacts, or bad F/R switch contacts, or a bad cable, or a bad connection somewhere in the series chain.
