Well thats exactly what I thought I did since its was just the one wheel acting up and I was getting virtually no braking, but when i took all the pads off for both wheels they all seemed to be the same length? It could be that it was just such a small difference I didn't notice? But anyways put them back on and used the cart today. It ran fine and the brakes actually worked. so maybe I accidentally fixed some of the problem? Would still like to know if there is any routine maintenance I should be doing. Its a 94 that I've only had for 1.5 years. I got the cart in horrible shape and I know this guy didn't do jack for it. Would lubricating anything back there fix some of the rotation issue?

Glad to hear you got that figured out, Lube in the brake area is usually not a good idea. Just make sure its all clean and working.
