I've got about 12.5 volts on that small wire with the key off almost no voltage with the key on.

Bypass the reed switch and you'll probably be good to go.

Circled in yellow on the picture I attached to Post#10.

There is a magnet in the Charger plug that opens it when the charger is plugged into cart, which disables the cart so you cannot drive away with the charger attached.

High failure item that EZGO stopped using in about 2008.

It has already been by passed.

Check for full battery pack voltage on the brass terminal the red and white wires are connected to.

If it is about 12.5V also, check the fuse at the other end on the heavy white wire.

Something is amiss.
The fuse on the white wire from the charge receptacle connects to the battery pack's main positive terminal, so on the battery side of the fuse you should have full battery pack voltage.

If the battery pack voltage is only 18.5V the cart won't run.
