Default 1993 EZ GO marathon solenoid issues

So I have a 93 ez go marathon and replaced the solenoid in it. I still have nothing or clicking. It has a Curtis controller on it as well. I can jump the solenoid and the tires turn. Is the solenoid in the picture connected correct and on the controller where two wires are cut is a speed control varistor???
It seems like something is cancelling out the solenoid. 7A1E4C3F-965F-4483-8A17-97A5B29AC916.jpg

There has to be 36v between the 2 small posts on the solenoid when you try to go to CLICK the solenoid closed and send power through to the controller.

So that is the first question.

Then if no as I suspect, determine if you are missing the + or the - side.

Ok so I’m getting 36v to all post on the solenoid.
On the controller I’m only getting 36v out of one post.

How can you test the controller to see if it’s any good.
