2001 ezgo pds slow with speed chip

I recently got my controller wet and the buggy took off by itself. I had to lock up the brakes and it fried the controller instantly. Got a new controller and I'm only getting about 14 mph now with the speed chip installed and acknowledged in the diagnostic. It will get to 18 or so and slow itself down when going downhill like Normal . I replaced the tube the accelerator goes through and no change. Checked the speed sensor and it looks fine as well. Tried a friends controller and it ran the same as well. Wondering if I should just bite the bullet and purchase a plum motor thinking I did some damage to the motor.
