89 EZGO Charging Problem
89 EZGO 2 stroke putting out 11.8V. All wiring has been replaced, installed new Hitachi regulator (OEM 16530-G1). Removing green wire from regulator and grounding to frame gives me 17 to 18 volts. This is the second regulator installed. Any of you brainiacs out there have any ideas?

I would look to a ground problem. First remove the main ground and clean the frame to bare metal, now make sure that the cable lugs are clean. Is the ground between the frame and the engine sound? If all that is good then I would remove the regulator and clean the firewall to bare metal to ensure the regulator is grounded.
