Default Do I need to take off rear plastic bumper

I have a 2000 txt and just got a stainless rear bumper cover, do I need to remove the old plastic one and rivet new one in or does it go right over?

I just went to the E-Z-GO parts website, and the instructions on their site says you do need to remove the bumper for your new one.
