Default Loose steering. What's wrong with this picture?

This is the point where the steering rack connects to the steering arm under my 94 marathon. Should the tie rod be against the metal bar? I can't get it to budge without loosening the whole steering box inside the cart. Is there an easier way to get this straight?

Looks fine to me. If the tie rod end was against the bar, I would think it was worn. I think that is a tapered shaft on the tie rod.
