Default runs slowwww up hills

I have a 2002 48 volt club car . It runs great on flat ground ,but up hills it crawls,then once back on flat ground it will go all day.Anything with a small incline it will crawl.I just bought new batteries and thought that would fix it but no luck.I jacked it up and run it and saw that only one tire turned ,thought maybe just diferental don't know.What else can I do thinking of sending the motor in to get rebuilt a plum...thanks

How are you battery cables? They could well be sapping power!!

I don't know the uphill answer but jacked up on jackstands you very well could see only one wheel turn. It is not a locked differential, just to prove it try holding the wheel that turns and watch the other wheel turn.
I'm currently experiencing an intermittent operation situation with my 2001 DS 48volt Club Car. The solenoid has been replaced, the controller has been rebuilt and the batteries are good...... I'm on the verge of yanking everything Club Car off and building my on control system.
