I would say it has/or has had a voltage reducer with the fuse panel. If you have a multimeter check to see if you have 12 volts at the fuse panel.

The first photo looks like a reducer. The way the one on mine worked was the blk wire with the eyelet connected to the main neg batt. Then the other end had two spade type connectors. They were for the neg of your lights. Then you moved down line in the batt PAC to get in the case of mine was 16 volts. The reducer will say what size it is on the cover somewhere. Check the fuses to see what voltage you have on them, they could be on the neg or pos line from the power source. Unless a reducer is for the full PAC voltage it will draw the pos from likely 16 volts with a 8 volt battery set up.

I'm sure others that know more about this stuff will give you better information, this will get you started.

Thank you so much all! I haven't had time to do more work on it yet but plan on devoting a night to it this week. And I'll be picking up a volmeter.
