You wouldn't have a real picture that corresponds to the diagram would you?
Second should I focus on the areas you highlighted?

I don't have a picture, maybe someone else does. I highlighted those parts because they are where I would start looking for the problem and they are somewhat of a separate system from the rest of the electrical.

Here is an update.
1. Put a new 15 Amp fuse in Cart when turned off.
Put cart into reverse and the buzzer was weak then strong, then faded, then came back but could hardly hear it. When you switch from reverse to netrual, the sound was inconsistant. It was not a steady loud reverse sound.

Turn key to on, and put in reverse. Reverse sound was the same, inconsistant.

Put cart into forward position, and pushed gas. Heard a click from this part (Black part with bolt in it).

Then fuse blew. This is repeatable now.
Every time I replace the fuse this happens.

Ok, couple of things. One, the f-n-r assembly may need to be pulled apart and cleaned. Two, it really sounds like the solenoid is bad. Cheap enough to replace. Get a continuous duty solenoid.

f-n-r assembly I will clean it and put back.

Sorry what solenoid should I replace?

The start solenoid. Follow the + cable from the battery and it will lead you to it. Must get a continuous duty solenoid.

SCCowboy. Thanks for all your help. I though I would post for anyone else who might experience this.

It ended up being the ignition coil wiring. When someone replaced it they installed it backwards. One of the wires was twisted and this was the cause of the fuses being blown. I was just ready to replace the starter generator when we came across this.

Thanks to everyone and a special thanks to SCCowboy for all his patients helping out a Wannabe Golf Car Mechanic.


p.s. I sold this one and moved up to a 2004 EZGO TXT.
