Default G14e problem-no movement

Hey guys, 36v G14e does't move and reverse buzzer is always on. I sent the controller off to be tested repaired: bad armature. Said was fixed sent back Same thing buzzer on and not moving. Here's what I have so far...
36v cart---37.2 across the pack
no voltage across small solenoid leads with pedal pressed.
pack voltage from pos bat to neg small post on solenoid
no voltage from neg bat to pos small on solenoid

***pack voltage from neg bat to BOTH sides of solenoid with key off, not pressing pedal. (is this because of the precharge resistor?) This doesn't seem right to me, anyone know this for sure***

no clicking sound when pedal pressed (key on, in gear)
buzzer stays on in or out of gear, key on or off. This has to lead to something, it's not right at all.

Any ideas? Other tests?

You guys are the best, lets get this thing fixed!

Armature is in the motor not the controller. Still sounds like bad controller if reverse buzzer is always on.

I thought armature sounded odd in the controller but I'm not an expert... Is there a test I can do to verify its bad prior to sending it back to Mountaintop?

Not easy but you can test the motor and other stuff.
