Default Yamaha G22E does not move

I got a Yamaha G22E from a friend that was moving, he has been "trying" to get it to run. It has 8 month old batteries and they measure 48V. The cart doesnt run in foward or reverse, and I do not get a "Click" when turning the key on or switching Tow/Run switch. Whats the first place I should check: solenoid, controller, motor, or ???

Very new here but have some mechanical knowledge so the help is appreciated!

Reverse buzzer connected? (under front nose). Buzzer works in reverse?

Just checked and buzzer is connected and does not work when I push the pedal in reverse.

Fuse near solenoid? Checked for power on both sides of tow/run switch?

The 3amp fuse has continuity and I have 17 volts on both sides of the Tow/Run switch.

OK, clip negative meter lead on B- at controller, test for power at controller plug pins 1 & 2. These are from tow run switch. If you have B- at controller AND B+ 48v at controller pins 1 & 2 BUT have zero response from anything on cart (no buzzer, no solenoid click, no resistance to pushing) sounds like a bad controller.

Just want to make sure, whats the correct way to test the Run/Tow switch? Where should I put the NEG probe, on the last battery in the series?
