With the switch on RUN I have 51V on both back tabs of the switch and with the switch on TOW I have 1.5V on the top back tab and 51V on the bottom back tab.

Well, then I guess you can't drive it in tow... What about in run? Still 17v?

I had the NEG probe on the 2nd batteries in the series so that why I was getting 17V.

It will not run in either TOW or RUN modes.

If you checked controller pins 1 & 2, but still nothing, still sounds like bad controller. Put your meter Probes on small solenoid wires, while watching meter, flip tow/run to "run". I know no one wants to hear bad controller, but if voltages check out & controller doesn't do what it's supposed to, controller is likely bad.

It's when the silver box (controller) with
wires from the batts to the motor
& everything is sending the correct volts & signals to it
But the cart don't "go"

A bad controller
don't send battery volts & amps to the motor
