Correct. If you can hear an electric pump running outside of a low hum then there is something wrong with it.

Again, the virtues, non-virtues discussion of an electric pump conversion can go on all day. I prefer them because:

1) Vacuum pumps degrade over time, thus lessening fuel delivery and causing the need for carb adjustments to compensate. Not so with the electrics.
2) No check valve needed. Electric pumps do not allow back-flow.
3) Easier start-up when the cart has been sitting awhile as there is less of a need to re-prime the fuel system (just my experience)
4) Less choking for the same reason (again, just my experience)
5) If I am having a fuel delivery issue I know for sure it's not related to the pump working right. I take the line off the carb and if I see it shooting gas I know I have a vacuum issue in the engine.

Now, I see what some people are saying. If you put an electric on to compensate for air leaks or bad seals or something that's one thing. Take care of the problem rather than covering it up.

1- carb adjustments can't compensate for insufficient fuel in carb- myth busted.
2- vacuum pulse pumps are 2 check valves with a chamber in the middle, no other check valve needed- myth busted.
3- true, but some electrics don't pump air either
4- it's not like the choke can suck fuel from the tank- myth busted.
5- "does fuel come out of the hose at carb?" is a valid test for systems with a pulse pump, but the engine has to crank, non-cranking engines don't run, no matter what fuel pump is used- myth busted.
