1993 Club Car DS won't run

I recently got a free 1993 club car DS (have a few spare parts) but can't get it run. I try this test or that test and I have no luck. There is no charger receptical (would that be the problem). Looking for help to get this unit going! Thanks to all that will help!!!

I guess what I'm looking for exactly is the troubleshooting procedure to check in what order. I'm fairly mechanically inclined but with electric vehicles I'm having a hard time. Thanks again!!!

How are you charging them? Are they charged? Are they any good?

I wire it to be 3-12v's. So im getting 37ish volts when charged. Would low voltage be the problem. I don't know the age of the batteries, they look 'newer' but I don't really know.

Is the cart a resistor or controller cart?

Its a controller and the v-glide I think. i can post pictures later but it's got the curtis controller. I'm getting continuity through out but I checked last night and I wasn't getting full voltage from B- to Controller B+ or visa versa. Would that be the shot controller then? If so can I bypass that some how to check other components before buying a new controller?
