Does it turn over but just not start? Or does it not turn over either?
If it does turn over, check the compression when this happens. Check it in forward, then reverse.

You'll likely see 110 and up if it is good.

When you put the new crank seals in, did you lube up the rubber lip?

Is the plug wet when it doesn't start in forward?
Also, does it have good power in reverse?

I guess I would check the timing next. I would also check the reeds to make sure they are closing correctly. Has it ever NOT started in reverse? Is the wiring all stock, or has it been messed with?

I think I would now do a complete and very good wiring check for proper routing. Also do a continuity check on all wires as you may have a bad wire that looses continuity. Do very good check of all connections to everything.
How full is the gas tank? Have you loosened the cap to see if your not vacum locking the fuel flow? Check the fuel pickup tube and top of tank connection to make sure you are not loosing suction of fuel. This could be intermiten so could show good fuel flow when checking pump but when all hooked up may be diff. Just a thought.
