Is it possible that the choke cable needs adjusting ? Not closing the choke properly ?

So i let cart sit all night and it wont start today. I pulled the fuel line off the pump and bit ogf gas came out but then stopped. This is a new pump 3 weeks ago. I noticed there is no foot valve on hose inn tank.

There is just a pick up tube in the tank, if there are no air leaks in the fuel system going to the carb the system should stay primed until the fuel evaporates.
If you removed the fuel line from the carb and spun the engine over and you get no fuel then it's not feeding the carb.
Make sure your pulse line from your crankcase doesn't have a sag in it that will pool oil and block the pulse.
It must have a gradual uphill angle to the pump to drain any oil that might get in it back into the block.
