Cushman electrical question/Help

I've wired up the cushman combo using this diagram. All lights work. My problem is that the right rear light is always in brake mode where as the left one is fine and works properly when the brake is applied or when I use the turn signal. First, does anyone have an idea on why this would be? Second, whats the proper technique for diagnosing the problem? Any help would be greatly appreciated.
