Default Rxv Curtis conversion throttle command

Just did a Curtis conversion on an old danaher rxv. Old controller melted so it wasn’t running when it came in.
Still isn’t running.
Checked splice connections, brake is new and functional, new solenoid batteries are charged.
On my handheld I am not getting a throttle command % reading. Mapped throttle is functioning throttle switch is good.

Is it possible the new controller is defective, I know it’s possible but what else could it be?

Not the controller either, tried a known working controller

Sorry, I've been working on my house so I did not check the forum lately. Did you happen to get the controllers from FSIP? The reason I ask... the issue you mention is one of the issues related to the turnaround problems with how FSIP tests controllers that have had the wires at the SOC meter messed with and shorted the 48V input to the 5V input. It blows the 5V supply for the encoders. Their test bench does not test the 5V supply, as it provides simulated encoder inputs to the controller being tested. Not powering actual encoders from the controllers internal 5V encoder supply. The 5V encoder supply is seperate from the 5V logic supply to prevent damage to the CPU if someone makes the wiring harness probing with a DMM mistake.

If the controller is not from FSIP, replace the (throttle/brake/motor speed sensor) encoders and retest. There may be a blown encoder that is shorted and pulling down the 5V encoder supply.
