Here all of the things I would look at...
  • Check the open end of the tank vent line, (passes through a hole in the frame) it's common for it to get plugged with mud dobbers.
    Disconnect the line at the tank, and blow in it... it should be clear
  • Check the screen on the face of the fuel pump, it's common that it gets plugged with dust and debris.
    brush it off with an old toothbrush, and clean it with spray carb cleaner.
  • Check the pulse line from the crankcase to the fuel pump, it's common for it to have a droop in it to collect oil.
    disconnect from the fuel pump and blow in it, it should be clear
  • Is the fuel pump pumping gas with the fuel line disconnected from the carb?
  • And is the fuel shut-off completely open? (see attachment, click to expand)

Id go back to taking the output line off the pump or off the carb and starting the motor or at least cranking it. If you dont get fuel spurting out you either have a bad pump, bad vacuum line or bad fuel pickup.
