Default How to remove tires

So I am sure this is a totally dumb question but I tried to take off the right front tire to work on the rack and pinion on my club car Ds. I took of the hub cap and put a lug wrench on the lug nut and turned it and the tire turned with it. I put on the E-break and still the tire turned. I put a piece of wood behind the tire and still turned. What am I missing here?

leave it on the ground to loosen the lug nuts then lift it to remove the tire.

Also, brakes won't lock the front wheels.

And if the weight of the cart is not enough, get you a high speed impact and it will use a speed/torque combination to pop the lug nuts loose. Sometimes the brute strength with a lug wrench is loss when the tire slips on the concrete. (And be sure to put anti-seize on the studs before reinstalling.

Sounds like they were too tight or frozen up due to oxidation.
When reinstalling I like to use anti-seize also and torque to 50-60 ft-lbs.
Some say install lug nuts dry and I am good with that.
You don't need to use an impact to install.
A wood block helps to keep the tires from spinning when tightening.
Recheck them after some rides to be sure.

An electric impact wrench is a great investment...I ordered mine from Amazon but there a lots of choices...makes life easy.😎
