Default Solenoid problem or battery?

I have a 2011 EZ GO RXV. When I turn the key on to forward or reverse the battery gauge jumps from full to empty and I hear the solenoid click on and off. When I test the whole battery pack I get 47.5 volts but when I check each battery they all read 12.5 but one. It reads 9.5. Is it not turning on because that battery is bad?
