Default 48 volt sepex 1264 curtis controller problem

Picked up a 48 volt mpt around 2003 model to use around my shop . Had been setting a long time without batteries at it and wiring was a disaster. Clean all the wiring put a key switch edit put everything back together installed batteries have a full charge .solenoid was fried so I put a new one in it . Controller is showing a 3.1 flashing code. Which is main driver off line replace controller. I'm a boat and motorcycle mechanic by trade so I went down the list and checked everything. The controller is just not activating the solenoid. I can jump the solenoid and make the pedal work in forward. Voleage on these pins are off. J1 15 no voltage should be15 -17
J1 13 high voltage 13.97 should be 1.3.5
Any help would be great just going to use this cart around shop yard and trying to avoid buying a Expensive controller

Check and see if there is a molex connector between the controller and pedal box. Those are known to fail
