Put your foot in the water and take it part, take pictures and let us see what makes it tic.
Its broke so what can you harm. We just love to learn about things other than when Scotty starts talking about things in his Walls.

You will need a pulse line from the crankcase.

you said something about a relay in the fuel pump being bad should be a pulse pump just diaphams inside. You can get a replacement at any golf cart shop, go cart or small engine shop. Make sure pulse line is tight on both ends first.

well ithink we need to ask fooy another question to help.... does your fuel pump have wirea and hoses? or just hoses? if it has wire and hoses its a electric pump. if it only has the 3 hoses points then its a pulse pump.

roger guys... it is electric.
i replaced it with a universal fuel pump from napa auto parts and with a couple of quick mods to the install all is good!
thanks to all that contributed i will take pics and post asap.

it is a 5.5 - 7 psi pump.

I have the same 1984 club cart with the same problem, they stopped making the electric fuel pump, you will have to get a vaccum type pump, but then you'll have the same problem I'm having, figuring out where to get a vaccum source off the engine.. I put on the vaccum pump and tried connecting the vaccum side of the pump to that plate just below the carb. the one that sends a tube to the back side of the air filter. my cart runs ok but the fuel filter doesn't seem to keep enough fuel in it, trying to figure out a better vaccum source. The strange thing though is when I let the cart just sit (off) the fuel filter
draws fuel from the fuel tank.
