My 15 year old tires still work fine, but if his are original, you can tell him you're worried about how long 15 year old rubber will last. Remember, you family's life depends on it!

Poor sap who's trying to get a "fair" price.

Mine didn't lock up, and I don't know if this is fair for a 15 year old buggy, but I painstakingly worked to get mine to lock up.

It may be worth downloading the manuals from the Stickeys.

Owner's, Parts, and Service Manuals:

Specifically the Owner's Manual. It tells what he should have done and when to maintain, and shows how to test the brakes if they're questionable.

Careful that you don't p!ss him off!

This is true about the brakes.....mine barely stopped my cart, and its a 2007 model, and its got 23" tires on it......but I took the wheels/tires off, removed the brake drums, found the shoes in good shape, cleaned it all up (IT WAS NASTY), and then properly adjusted them....and not the cart stops on a dime, and will lock up the brakes if needed, and seeing as it does have the larger tires on it, it take a bit more to lock them up, but they will!
so if it won't.....just another bargaining chip to pit in your bag of tricks! lol

It looks to be leaning to the driver's side. Maybe it was driven primarily by one big person. Springs may be "shot". I've heard of folks simply swapping left for right, but I'm not the right person to consult on springs. Mine were even left to right.

To test the charger, plug it into the cart without plugging it in the wall. It should click after five or so seconds. If it does, try again while plugged into the wall and see if it goes up to 20 or so amps.

Others may chime in, but if it's the original PowerWise charger, I think this would tell you it's good.

Others smarter than me may weigh in, but with regards to the springs being "shot", I think this is more cosmetic than a real defect.

The springs are the real suspension. The shocks merely dampen the "bouncing". My 1998 shocks are still fine.
