Default Do the tie rod ends need replacing?

What does it feel like when you have a bad tie rod end. I had an issue with my wheels leaning in at the top like this / \. Folks on the board led me to discover that my wheels were toed out. I adjusted the tie rod ends and have the wheels looking good but now the cart is all over the place. I have heard people refer to it as "darting". At first I thought I might have over adjusted so I backed off what I had just done a bit and still it does the same thing. I do have some play in the wheel which I plan to adjust on the top of the steering box but overall it just feels real sloppy and tough to keep in a consistant direction (does not favor either side) I do not know what a bad tie rod end feels like so before I spend money on new ones I figured I would ask. You need to adjust your toe-in with a tape measure. Your tires are still to close at the front.
