It could be 96 with newer style seats but it may be a few years newer.
It's should be a great base for rebuild and fixing it up.
What is the serial number, that tells a lot.

Those front roof supports are 2000.5 up. So it either has the more modern roof supports installed or it's a 2000+ car.

The easy way to tell the year is look unde the dash there's a bar code with lettes/numbes like AGxx and the first two numbers after the letters are year code.

So maybe it is a 96 with newer exterior parts? I think I'll start a new thread for assistance. Regardless, he dropped the price to $200, so I still think I have a good platform to build off of. Now to get some batteries and start diagnosing any problems... Thanks Folks!

It's 48 volt and I think you have one of the first sepex carts built.
