We need a little more information about your cart, what are the first six digits of the serial number? The tag is located under the dash near the go pedal.

It's a 36 Volt resistor cart. 36 volt resistor carts only use 18 volts to run in reverse. If you look at your battery pack you'll see a green wire running to the positive terminal of battery #4. Either your batteries are weak and providing the cart with inadequate voltage to actually operate or you've got something wrong with the wiring somewhere. Often, people will move this green wire over to the same terminal as the big red cable running from the F&R switch to the positive terminal of battery #1. This will allow your cart to run at full power in reverse, the same as it does in forward.
