The OBC on the Regen 2 supplies power to the solenoids. Tow Run switch gives power to the OBC and a few other things.
If you have No 48V at the solenoids, check the Blue wire coming from the 6 pin connector at the OBC, with Tow/Run in Run it should be 48V.
You may have to press the throttle to wake the OBC up if there is no voltage on the blue wire.
If No 48V there, check the White Wire going to the OBC plug, this is 48V In from the Tow-Run switch.
Also check the Red wire in the 6 pin plug, that should be 48V power coming from the Main Solenoid Positive battery cable side.

If you have power at White and Red, but nothing on Blue, the OBC may have failed and will need to be bypassed. As a temporary bypass you can Connect the White and Blue together near the OBC plug, and that will supply power to your solenoids.

If you have No power on the White wire, you'll need to check at the Tow Run switch, with Run selected you should have 48V on both sides of the switch. If so, there is a splice in the wire harness that splits the 48V from the Tow Run to several places, and that splice may be corroded or have a bad connection.

First sign of life! Power to red and white. Jumped white to blue at OBC and the left solenoid (one with resistor) clicked on but no movement

The blue wire had no V.

Tow run switch and FnR switch work. Tires off ground, left solenoid click but no motor when pushing pedal

Check voltage at the right solenoid (no resistor) small terminals. Should get approx 40v + on both sides. If you only have voltage on one side the coil may have failed inside and you’ll have to remove the wires from the small terminals and check resistance across the small terminals. Should have around 300 ohms if I remember right.
