Losing speed?

Since the controller does just about everything in a PDS cart and you've replaced it with controllers that work normally in other carts, as well as replacing the speed sensor and solenoid, and checking the wires and cables, that leaves the motor.

You might be able to have it serviced locally, but I'd send it to Plum Quick (One of BGW's site sponsors) and let them do their magic on it.
