Assuming Series drive from your questions. The answer is yes, the F&R has 2 functions. 1st is the micro switch activation for solenoid engagement and reverse beeper. Second is the high amp connection for operation in both directions. So yes the micro switches can be working but, the high amp connection could have failed.

PDS Drive System and no the solenoid does not click with the key in the on position and F or R selected.

For future reference: When asking questions, always mention your cart is a PDS.

A PDS (Precision Drive System) is "Fly-by-Wire" and the controller does everything. Basically the external controls (Switches and ITS) tell the controller what to do, so if the controller is being told to do something and it isn't doing it, the controller is bad.

For the controller to activate the solenoid, you have to have B+ (battery pack voltage) on all the wires highlighted in red on the attached schematic.

Thanks for all the advice. Problem has been fixed. Replaced Controller today and all is working fine. Now ready to customize and continue the rebuild! Thanks again!
