Default RXV with braking issues

I'm a forklift technician and this RXV has me confused.

If you are driving along on a flat road the cart will activate the brakes on its own. The brake isnt locking up, but it's acting like I stepped on the brake pedal. I've tested the brake and throttle switches, both ohm out ok. The brake coil ohms out good. The solenoid tests good. The wiring ohms good. It's just acting like the brakes are being requested while your driving without touching the brake pedal. Anyone have any ideas?

If the cart is just is gently braking, then it's normal. Part of the regenerating process. If the braking is like your hitting the brake hard to stop then you have another issue.

I've load tested the batteries too and they all test good

Motor brake is likely failing. Or could be set to "hill terrain" which has lots of regen braking (heavy braking is a subjective term).

Question. Does the cart brake if the drive motor encoder is failing/bad? I'm guessing if the motor controller senses the drive motor spinning to fast that it will activate the brakes to slow it down. Am I right or no?
