You need to get this working today before You cause damage to your batteries.

You should never leave Lead acid batteries in a discharged state overnight, the cart should always be plugged to charge at the end of the day.

You can use a 12v car charger if it is not a "smart" charger that does a diagnostic before it charges.

Unplug the pack negative cable.

Set the charger at the 2 amp setting.

plug the DC clips on each post of one battery.
Plug the AC cord to the wall.
Keep measuring the voltage on the battery until it reaches 10v.
Unplug the AC cord.
Disconnect the DC clips from the battery posts.
Repeat the process for each battery.

Connect the pack negative back.

The reason for disconnecting the pack negative is that the OBC needs to be reset anytime you charge the cart manually.

The OBC resets by leaving the pack negative unplugged for more than 10 minutes.

Follow the procedure and make sure the AC cord is the last thing you plug and the first thing you unplug.

Severely discharged batteries can generate a lot of hydrogen gas so the procedure above will eliminate the possibility of sparks around the battery posts.

Did You ever plug your meter on the + and - sockets at the cart charger receptacle?
