1990 EZGO XI-875 Pre Controller model

I have a 1990 EZGO XI-875 Industrial Cart 36 volt S/N 8863. I went to load the cart yesterday on the trailer and it was dead. I first checked battery voltage and it was 37.1 for the 6 batteries. I followed the basic procedure and disconnected the batteries and started checking continuity. I found the starter switch was bad, replaced it from another cart and presto the cart moved. Problem solved.

I put the panel back together got ready to load the cart. DEAD. continuity in the starter was still good, but nothing now. I checked the wiring to make sure nothing was disconnected and it all seems fine. Unfortunately this is a pre-controller cart and the three solenoid array that is in the back has me baffled and I don't have a manual to be able to trouble shoot. The one wiring diagram I can find for a 1991 model has 4 solenoid array and mine only has three. Any ideas how what I can do to troubleshoot this ancient beast?
