Default '13 Precedent intermittently engaging forward, sputters at low speed

Need some help figuring out some issues. I have a 2013 48 volt club car precedent, when I engage the switch forward the cart occasionally will not move. If I move the switch to reverse and back to forward (sometimes 6 plus times) eventually it will move forward. Also, I am having an issue that when the cart is moving slowly it sputters, slightly shaking back and forth. At normal speed it is fine, but doesn't seem to like slower speeds. 1 year old batteries - readings look good. Thanks in advance for the help.

MCOR or Speed sensor.

1- Key off, fully press the pedal about 30 times and then unplug the two pin connector from the MCOR (under the floor and connected to a linkage from the pedal) and jump out the connector with a paper clip or a small piece of wire. It will be a blue wire and green wire connector. If it runs with the jumper in place, your MCOR has failed. Get one here https://www.revolutiongolfcars.com/mcors

2- (With the carts Run/Tow switch in the "Run" position and brake Off) Push the vehicle manually forwards or backwards for several feet. The "Roll-Away" brake should become active and you would feel resistance to the movement along with multiple beeping from the reverse buzzer. If you do not get beeping and resistance, your speed sensor has failed and needs to be replaced. Get one here https://www.revolutiongolfcars.com/motors

3- Remove the Speed Sensor and inspect the magnet....
