'13 Precedent intermittently engaging forward, sputters at low speed

Need some help figuring out some issues. I have a 2013 48 volt club car precedent, when I engage the switch forward the cart occasionally will not move. If I move the switch to reverse and back to forward (sometimes 6 plus times) eventually it will move forward. Also, I am having an issue that when the cart is moving slowly it sputters, slightly shaking back and forth. At normal speed it is fine, but doesn't seem to like slower speeds. 1 year old batteries - readings look good. Thanks in advance for the help.

MCOR or Speed sensor.

1- Key off, fully press the pedal about 30 times and then unplug the two pin connector from the MCOR (under the floor and connected to a linkage from the pedal) and jump out the connector with a paper clip or a small piece of wire. It will be a blue wire and green wire connector. If it runs with the jumper in place, your MCOR has failed. Get one here https://www.revolutiongolfcars.com/mcors

2- (With the carts Run/Tow switch in the "Run" position and brake Off) Push the vehicle manually forwards or backwards for several feet. The "Roll-Away" brake should become active and you would feel resistance to the movement along with multiple beeping from the reverse buzzer. 3- Remove the Speed Sensor and inspect the magnet....
