THANK YOU ALL!!!! IT was a wiring issue. The switch was all wrong. I found the wiring diagram on this board and was correct in the thinking that the jumper wire that was installed was in fact wrong and NOT needed. I rewired the switch according to the document and i'm in business!!!!

So the wire in question was in fact NOT a factory cable. I can only assume it had an issue in the past and was taken apart and put back incorrectly. Then who ever did it, did it wrong then cobbled it together until they were able to get it to go forward at least. I'll take it as a win especially at the price I got it at! and the fix was free. Your help and site was priceless.
